Gov. Janet Mills has announced her nomination of Sara Gagné-Holmes to serve as commissioner of the Maine Department of Health and Human Services. Gagné-Holmes, who previously served as deputy commissioner of the department, took over as acting commissioner on June 1 after the departure of former Commissioner Jeanne Lambrew.
In her role as deputy commissioner, Gagné-Holmes played a crucial role in managing the department, overseeing operations, budget, policy, and human resources for over 3,000 employees across multiple offices and hospitals. A native of Sanford, Gagné-Holmes holds an undergraduate degree from Bowdoin College and a law degree from the University of Maine School of Law.
Her background includes serving as a law clerk with the Maine Supreme Judicial Court, practicing health care law at a Maine firm, and working as a health policy and legal advisor in the governor’s office under former Governor John Baldacci. She also has experience in nonprofit legal services, advocacy at Maine Equal Justice Partners, and philanthropy at the John T. Gorman Foundation.
Gagné-Holmes joined Maine DHHS in March 2019 and has worked closely with Deputy Commissioners Benjamin Mann and Beth Hamm in the department’s senior leadership team. The nomination is pending a hearing before the Legislature’s Health and Human Services Committee and confirmation by the Maine State Senate.
