Bangor Plans to Allocate $2.6 Million to Prepare Land for Housing


Bangor, Maine, plans to allocate its remaining $2.6 million in pandemic recovery funding to prepare two pieces of undeveloped land for future housing projects. Most of the money will be used to bring utilities and road infrastructure to a 10-acre city-owned parcel on Grandview Avenue, with the rest allocated to another site off Stillwater Avenue. The City Council is expected to formally approve this decision in a meeting next month.

Although the funds will not be used for actual construction, Bangor City Manager Debbie Laurie believes that preparing the land will advance the city’s mission of prioritizing housing creation and improvement. The goal is to make the land more attractive to developers interested in building housing in Bangor, as the state currently needs approximately 38,500 homes.

In exchange for preparing the land on Grandview Avenue, the city hopes to require future developers to offer housing that is affordable to individuals making 80 to 120 percent of the area median income. Additionally, the city plans to improve infrastructure near the intersection of Stillwater Avenue and Hogan Road to accommodate potential housing projects in that area.

The remaining $2.6 million is part of the $20.5 million Bangor received from the American Rescue Plan Act and must be allocated by the end of this year. The city has already used $1.5 million on internal services such as public bathrooms and new municipal positions. Bangor aims to maximize the impact of the remaining funds to address the housing needs of the community.
