Maine Ballot Questions: PAC Limits and State Flag Among Issues

Maine State Flag Referendum Among Five Questions on November Ballot

Maine voters will have the opportunity to weigh in on five ballot questions in November, including a highly anticipated referendum on replacing the state flag. The Secretary of State’s office recently determined the order of the ballot questions through a public lottery.

One of the questions, labeled as Question 1, asks voters if they support setting a $5,000 limit on contributions to political action committees (PACs). This measure was proposed by campaign finance reform activists led by Lawrence Lessig, a legal scholar and former Democratic presidential candidate. Lessig and his group chose Maine as a test case due to overwhelming public support for limiting PAC influence.

If approved by voters, the PAC contribution limit is likely to face legal challenges, potentially reaching the U.S. Supreme Court. Questions 2-4 on the ballot involve bonds for specific state investments, such as research and development, historical building restoration, and trail development.

Question 5, perhaps the most anticipated, gives voters the chance to make the former state flag, known as the Pine Tree Flag, the official flag of Maine. Lawmakers passed legislation last year calling for a referendum on a new flag design based on the original state flag from the 1900s. The Secretary of State’s office received over 400 submissions for the new flag design, with a decision expected in August.

Maine residents will have the opportunity to shape the state’s future on a variety of important issues when they head to the polls this November.
