Bangor developers propose 500-unit apartment complex on Stillwater Avenue
Bangor-based developers Justin and Nicole Freeman are planning to build a 500-unit apartment complex on Stillwater Avenue. The complex, named LuBen Village after their children, would consist of nine or 10 two-story buildings with between 40 and 60 units each, catering to a mix of residents from older adults to young professionals.
With a focus on providing affordable housing in an area where demand is high, the Freemans aim to keep rent prices around $1,100 per month, including heat and hot water. This is targeted towards individuals who make too much for housing subsidies but cannot afford the higher-end housing options in Bangor.
The proposed development is also significant due to its size, as it would be the largest apartment complex in Bangor. It aims to address the housing needs of what is referred to locally as “the missing middle,” households that fall within 80 to 120 percent of the area median income.
The Freemans are working on a proposed site plan with Haley Ward and plan to submit it to the Bangor planning board for approval this fall. The estimated cost for the project is between $35-40 million, with construction potentially starting in spring 2025 and tenants moving in as each building is completed.
Justin Freeman emphasized the urgency of the project, stating that the need for housing in Bangor is clear. The development would offer new, modern units to a diverse range of residents, filling a crucial gap in the city’s housing market.
