The National Assembly Discusses Amendments and Additions to the 2013 Constitution Across Two Key Areas.


On May 5, the 9th session of the 15th National Assembly commenced, where Vice Chairman Nguyen Khac Dinh presented a report regarding proposed amendments to the 2013 Constitution. He highlighted that while the Constitution has provided a crucial framework for enhancing the political system over the past 11 years, several challenges persist, particularly concerning the Vietnam Fatherland Front and local governance structures.

Notably, some functions of the Vietnam Fatherland Front have not been fully utilized, leading to overlaps in responsibilities among member organizations. Additionally, the existing three-level local government model has proven cumbersome and inefficient, causing difficulties in state management and resource allocation. Dinh emphasized the Party’s objective to streamline the political organizational structure to enhance efficiency, as outlined in Resolution No. 60-NQ/TW.

The proposal for constitutional amendments focuses primarily on two areas: provisions related to the Vietnam Fatherland Front and the establishment of a two-level local government model. This new model aims to ensure a smoother functioning of local governments while transitioning away from district-level administration.

The amendments are expected to target approximately eight of the 120 articles within the Constitution, and it’s proposed that these changes take the form of a National Assembly Resolution. A 15-member Committee, led by the National Assembly Chairman and comprising representatives from central agencies, will be responsible for drafting the proposed amendments. This Committee will also gather input from various stakeholders to refine the draft before submission to the National Assembly for approval, which is anticipated by June 30, 2025, with an effective date of July 1, 2025.
