Maine Unveils Comprehensive Plan for Storm Resilience

DAMARISCOTTA, Maine — Governor Janet Mills and the Infrastructure Rebuilding and Resilience Commission recently presented their strategic "Plan for Infrastructure Resiliency" aimed at bolstering Maine’s preparedness for severe storms.

Governor Mills emphasized the increasing threat of climate-related weather patterns, stating, "The changes to our weather and our climate are harming people, communities, and businesses across our state." She underscored the necessity of minimizing damage and ensuring swift recovery following storms, expressing gratitude for the Commission’s diligent efforts.

The 24-member commission was established in May 2024 after severe storms in winter 2024 wreaked havoc, leading to an estimated $90 million in damage to public infrastructure alone. The plan outlines nearly 50 actionable recommendations designed to enhance Maine’s resilience against future natural disasters. Co-chair Dan Tishman highlighted the need for "sustained investment in better data and risk information, enhanced state and local capacity building, and necessary infrastructure upgrades."

The announcement took place at MaineHealth Lincoln Hospital, amid a project addressing chronic flooding issues impacting access to the facility. "Maine has made meaningful progress, but much more needs to be made," Tishman asserted.

Communities like Damariscotta are already taking proactive steps by implementing infrastructure upgrades recommended by the Commission. A new stormwater retention system, currently nearing completion, aims to mitigate flooding threats to downtown businesses. Darrell Frasier, manager of Colby and Gale Service Station, welcomed these enhancements, stressing their importance for sustaining local commerce.

The Commission’s interim report, released in November 2024, proposed additional measures such as streamlining post-disaster rebuilding processes and increasing the workforce for recovery efforts.
