AUGUSTA — State lawmakers gathered for a poignant hearing on Wednesday, as survivors and mental health professionals addressed the Health and Human Services Committee, advocating for LD 1425—a bill aimed at securing $3.4 million over two years for the Maine Resiliency Center (MRC) in Lewiston. This facility, established in the aftermath of the October 2023 mass shooting, has provided crucial support to over 600 individuals impacted by the tragedy, including survivors, witnesses, and first responders.
Sen. Peggy Rotundo, D-Lewiston, championed the bill, emphasizing the center’s role in filling critical gaps in mental health support. "The MRC…offering support for people who would otherwise fall through the cracks," she stated. During the emotional testimony, survivors shared harrowing accounts of their experiences during the shooting, which claimed 18 lives and injured 13 others. Danielle Chabot, a survivor, highlighted how the center has aided her recovery and allowed her to gradually resume normal activities despite ongoing trauma.
Despite bipartisan support, the proposed funding faces competition from other budgetary priorities. Gov. Janet Mills, while not including the funding in her initial budget, expressed support for the center’s ongoing work. The center is currently operating on cash advances, awaiting potential federal grants, which have yet to be confirmed.
Danielle Parent, director of the MRC, urged legislative action to ensure continued services not only for those affected by the Lewiston tragedy but for all Mainers dealing with trauma. “This bill ensures that healing continues…for anyone in Maine who experiences profound trauma,” Parent asserted.
As Maine navigates its fiscal challenges, the demand for comprehensive mental health support remains paramount for many still reeling from the tragedy.
