Members of the European Parliament (MEPs) have raised alarms about the increasing threat of foreign interference, disinformation, and attacks on democracy ahead of the June 2024 European Parliament elections. This comes from a report by the Special Committee on Foreign Interference in Democratic Processes, which received strong support in a plenary vote (469 in favor, 71 against, and 75 abstentions). The report emphasizes the risks of online platform interference, cyberattacks, and external funding of political activities, with a notable focus on Russian and Chinese efforts to undermine democratic integrity in the EU and its neighboring regions.
One concerning issue highlighted is the rise of “disinformation-for-hire” services offered on the dark web, which can disrupt electoral processes. To combat these threats, MEPs are pushing for the European Commission to improve tracking of financial donations from non-EU sources to political parties, particularly to close gaps in the political funding system.
The report mentions the dangers of foreign entities gaining control over critical infrastructure, alerting to the substantial influence Chinese companies have in European ports. MEPs are advocating for measures including a ban on TikTok within government levels and restrictions on high-risk equipment from companies tied to China and Russia.
A comprehensive EU strategy is being called for to enhance counter-disinformation measures and protect democratic processes. This includes supporting a “Defence of Democracy Package” and employing resources to counter hybrid threats. The urgency is underscored by rapporteur Sandra Kalniete, who emphasized the need for swift action and significant investment in democratic resilience, drawing lessons from nations like Ukraine and Taiwan. This report continues efforts since a previous Resolution on foreign interference adopted in March 2022, highlighting ongoing consultations with various national and international bodies to formulate an effective response.
