Press Release: Detention of Former Corrections Officer Sparks Community Outcry in Maine
Portland, Maine — Gratien Milandou-Wamba, a former corrections officer at Cumberland County Jail, was detained by U.S. Immigration and Customs Enforcement (ICE) on April 19 while en route to work. Milandou-Wamba, who fled persecution in the Republic of Congo, entered the U.S. on a tourist visa in 2023 and later obtained a work permit while applying for asylum.
His attorney, Wade McCall, indicated that Milandou-Wamba’s visa status became precarious after it expired, complicating his legal standing despite his asylum application. Concerned for his safety due to interactions at work, he had begun the process of purchasing a firearm, which may have triggered authorities to investigate his status.
His friend and landlord, Tyler Brinkmann, emphasized the character and community involvement of Milandou-Wamba, describing him as kind and gentle. “It’s disheartening that someone who served his community is now facing such a dire situation,” Brinkmann stated, as efforts to navigate the legal complexities for an upcoming asylum hearing in October continue.
Cumberland County officials confirmed that Milandou-Wamba had the appropriate work documentation when he was employed as a corrections officer from August 2024 until May 2025. However, County Manager Jim Gailey noted that there are longstanding agreements in place between the county and ICE regarding detaining federal inmates, which has drawn public scrutiny.
In response to the situation, a spirited community meeting was held where residents urged county officials to reconsider collaboration with ICE. Sheriff Kevin Joyce confirmed that 93 federal inmates were held at the county jail, with 60 being ICE detainees.
As of now, Milandou-Wamba remains in ICE custody, facing significant stress and concerns over potential deportation back to his homeland. Community leaders and advocates continue to call for action and support during this challenging time.
