AUGUSTA — In a significant move aimed at enhancing health care, housing, and child welfare services, the Maine Legislature has passed a $300 million supplemental budget. The budget, approved Wednesday after intense debate, includes funding sourced from an increase in the cigarette tax and other smaller levies.

Initially faltering in the House with a close vote of 74-73, the budget ultimately gained momentum after difficult discussions throughout the day. The Senate vote remained steady at 19-15, with unanimous support from Democrats and opposition from Republicans.

"This budget is grounded in Maine values," stated Sen. Peggy Rotundo, D-Lewiston. "It reflects who we are — a state that cares deeply and plans wisely." However, Republicans uniformly opposed the budget, labeling it a "blueprint for bloated government." Sen. Jeff Timberlake, R-Turner, expressed concerns over the tax increases that fund the new initiatives.

The budget aims to bridge a gap in MaineCare funding while increasing resources for reproductive health, universal school meals, and community food banks. It also invests significantly in child welfare services, allocating funds that will draw down $27.5 million in matching funds. A notable portion, $39.5 million, is dedicated to supporting the child care workforce and assisting families with day care expenses.

To finance these programs, Democrats proposed raising the cigarette tax from $2 to $3.50, instituting a new tax on streaming services, and increasing taxes on high-value real estate and cannabis products. Earlier in the day, some Democrats joined Republicans in initially opposing the budget over concerns regarding the reliance on tobacco taxes.

Ultimately, the budget awaits the approval of Gov. Janet Mills, who will consider this ambitious plan designed to uplift Maine’s most vulnerable citizens.
